CLARK FREEPORT – An official of the Pinoy Gumising Ka Movemement (PGKM) yesterday said Gov. Eddie Panlilio, City Mayor Oscar “Oca” Rodriguez and all the mayors and barangay captains in the province “should be put in jail”.
Sonny Dobles, environment head of the said group, urged the electorate to forget the names of these incumbent
officials in the May 2010 elections because they did not only defy the law but ignored
and disrespected the Ecological Solid Waste Management Act of 2000 or Republic
Act 9003.
Currently, Pampanga is listed as the eighth top violators of
garbage law in the country.
Dobles, however, lamented that no one among these public
officials has been put in jail because nobody has filed a case against them.
Dobles, also concurrent environment chair of Advocacy for the
Development of Central Luzon (ADCL), said the tons of garbage being produced
every day in Pampanga have reached an alarming proportion.
Most of these wastes, he said, are being burned or dumped into
waterways such as the Sapang Balen, Gugu and Quitangil creeks, as well as the Sacobia
River and the Pampanga River, that go down to the Manila Bay.
He even cited that the biggest dump site in the province is the Sacobia River
in Mabalacat, which is next to the Pampanga
River.
It can be noted that earlier, the environment office reported
before the Sangguniang Panlalawigan that the Pampanga River
is the biggest dumping site in the province, producing a minimum of about 238
tons of garbage per day.
Illegal Dumpsites
Dobles also said at least 19 illegal dumpsites also exist in the
province and continue to accumulate more than 5,000 metric tons of garbage a day.
Dobles said the 19 operational but illegal dumpsites in the
province are burning chemical substance that could trigger the rising cases of
cancer.
He said there is a remarkable 300% increase in the volume of
waste being mixed up in the province. In 2008, there were 1,696 metric tons per
day. In 2009, it swelled to 5,179 tons per day, he said.
”Ing di primerang lalabag keng batas ya pin ing City of San Fernando, uling
aldo-aldo manyilab lang basura king Barangay Lara. Atin kung litratong
magpatune. At iyan balu na sigurado ning mayor,” Dobles said.
Dobles noted that if there is someone who should first land in
jail, it should be Panlilio because he is the head of this looming garbage
capital of the country.
“And this imminent truth is so sad, being a Kapampangan,” he
added.
He said that something innovative should be done to solve this
gigantic problem before it’s too late, because the environment cannot wait.
“And environment fury is dangerous for all of us. Let us act
now,” he said.
